Llanfrechfa Upper was originally a parochial area of the ancient parish of Llanfrechfa, but became a separate civil parish late in the 19th century. First mention of it as a parish was in
A Vision of Britain through Time which provides the following description of Llanfrechfa Upper from John Bartholomew's Gazetteer of the British Isles of 1887:
- "Upper Llanfrechva, township, Llanfrechva par., Monmouthshire, 2½ miles NW. of Caerleon and 4 N. of Newport, 2656 ac., pop. 4177; P.O., called Llanfrechfa; is a local government district."
In 1894 it was made an urban district A Vision of Britain through Time) and part of its area was transferred to Griffithstown (Source: A Vision of Britain through Time).
In 1935 the urban district was absorbed into the urban district of Cwmbran.
