Newchurch East was until 1881 a division of the parish of Newchurch. In that year it became a civil parish and in 1894 became a part of Chepstow Rural District. In 1935 it was abolished and replaced by the civil parish of Devauden which also covered other parishes in the northern part of the rural district.

Newchurch East included the hamlets of Devauden, Fedw and Panta (both redirected to Newchurch) as well as the village of Newchurch.
