"7. Capt. Joseph Phelps, b. Windsor, Ct., 24 June, bapt. 11 July, 1647, … Capt. Phelps first settled in Westfield. Mass., where his first child was born, in or about 1676. He with his family, his father-in-law, John Porter Jr., Samuel Grant, Samuel Rockwell, and Thomas Bissell, removed to East side of the Great River (Connecticut), and were the first settlers of East Windsor, now South Windsor. Ct. It would appear that this Company owned lands in East Windsor previous to this date, but returned to Westfield during the Indian troubles, again returning to East Windsor, in 1676. as stated above. In 1680 we find him petitioning the General Court, with his neighbors, for a Town Organization and Church privileges. He was made a Freeman in 1672, and died at East Windsor in 1695 in his 48th year."
