Hailsham Rural District was formed in 1894 following the passing of the Local Government Act of that year. It surrounded the town and parish of Hailsham.

In 1934 it absorbed almost all of Eastbourne Rural District and the parishes of East Hoathly with Halland and Waldron from Uckfield Rural District. At the same time parts of the parishes of parts of East Dean and Friston, Jevington, Westham, and Willingdon were absorbed into Eastbourne County Borough.

In 1974 with the introduction of municipal districts in Sussex, Hailsham Rural District was transferred to the Wealden District.
